State guide
District of Columbia
In the District, DPW publishes the operational rules residents use to report abandoned and dangerous vehicles, including separate public- and private-property reporting through 311. DC law also creates a scrap-title system: after notice and the reclamation period, a private towing company may apply for a scrap title, which allows parts use or sale only and cannot be registered.

- When a vehicle counts as abandoned
- DPW defines an abandoned vehicle as one left, parked, or stored on public space for more than 48 hours or on private property for more than 30 days, plus at least one listed condition such as apparent inoperability, pest harborage, or invalid/long-expired tags.
- Removing one from private property
- DPW says residents can report an abandoned or dangerous vehicle on private property through 311, and District personnel may enter private property in some circumstances involving threats to public safety.
- Getting title to an abandoned vehicle
- For vehicles privately towed and stored under Chapter 27, the owner or lienholder may reclaim during the statutory reclamation period; if not reclaimed, the towing company may apply to the Director for a scrap title and DMV issues it if the tow and non-reclamation are established.
- State agency
- District of Columbia Department of Public Works for reporting/removal, and DC DMV for issuance of scrap titles and other vehicle titles.

What to do next
- Use the official 311 path that matches where the vehicle sits: public property or private property.
- If the vehicle is dangerous rather than merely abandoned, report that condition clearly because DPW says dangerous vehicles may be removed immediately once ticketed.
- If you are buying from a tow/storage situation in DC, confirm whether the seller has a scrap title or a garage-keeper-lien title path, because scrap-titled vehicles cannot be registered.
